Special conditions for participation in the competitive selection for admission to higher education on the basis of complete general secondary education are

  • enrollment on the basis of a positive assessment of an individual oral interview or creative competition;
  • participation in the competitive selection based on the results of an individual oral interview instead of the national multi-subject test and / or quota-1, quota-2;
  • transfer to vacant places of the state order, if they are enrolled for training on other sources of funding for a fixed competitive offer.

To implement the right to use special conditions, before submitting an application in electronic form, the applicant personally submits the original (s) of the document (s) confirming his/her right to special conditions for participation in the competitive selection to the Admission Committee of the Admission Committee of the Volodymyr Dahl National University.

Persons with war-related disabilities in accordance with Article 7 of the Law of Ukraine “On the Status of War Veterans, Guarantees of their Social Protection”.

They have the right to pass entrance examinations in the form of an individual oral interview and in case of a positive assessment are recommended for enrollment for higher education (except if the application states: “I apply for participation in the competition exclusively for places at the expense of individuals and / or legal entities, notified of the impossibility of transfer within the admission campaign to places of state or regional order”).

Subcategory: Persons with disabilities due to injuries, contusions or other health injuries received during participation in mass public protests in Ukraine from November 21, 2013 to February 21, 2014 for European integration and against the Yanukovych regime (hereinafter – the Revolution of Dignity), and who sought medical care in the period from November 21, 2013 to April 30, 2014 (paragraph 10 of part two of Article 7).

  1. certificate of a disabled war veteran; a copy of a medical report on a child with a disability under the age of 18
    or
  2. a copy of the certificate of medical and social examination with a conclusion on the connection of disability with the events of the Revolution of Dignity.

Subcategory: Persons recognized as disabled as a result of war (paragraphs 11-14 of part two of Article 7).

Documents confirming the applicant’s right to enrollment by individual oral interview:

  1. certificate of a disabled veteran;
  2. a copy of a medical report on a child with a disability under the age of 18
    or
    a copy of the certificate of medical and social expertise.

Persons who, according to the Law of Ukraine “On the Status and Social Protection of Citizens Affected by the Chernobyl Disaster”, have the right to be admitted without exams to state higher education institutions based on the results of an interview.

They have the right to pass entrance examinations in the form of an individual oral interview and in case of positive assessment are recommended for enrollment for higher education (except if the application states: “I am applying exclusively for places at the expense of individuals and/or legal entities, I have been notified of the impossibility of transferring within the admission campaign to places of state or regional order”).

Subcategory: Persons with disabilities – 1 category.

Subcategory: Children under the age of 18 whose parents died, belonging to the 1st or 2nd category, whose death is related to the Chernobyl disaster; children under the age of 18 whose parents died from among the participants in the liquidation of the Chernobyl accident, belonging to the 3rd category, whose death is related to the Chernobyl disaster

    certificate of category 2 of series Я of blue color “Participant in liquidation of the consequences of the Chernobyl accident in 19___” without the stamp “Re-registered”
    or

  4. death certificate of one (both) parents;
  5. certificate (Annex No. 2), approved by the Procedure for issuing certificates to persons affected by the Chernobyl disaster and other categories of citizens, approved by the Resolution;
  6. a state standard document on general secondary education with honors or with excellent grades (10, 11, 12 grades).

Subcategory: Children under 18 years of age of the victims of the Chernobyl disaster (referred to category 1).

Persons with disabilities who are unable to attend an educational institution (on the recommendation of health and social protection authorities).

Have the right to pass entrance examinations in the form of an individual oral interview and in case of a positive assessment are recommended for admission to study for higher education (except if the application states: “I am applying exclusively for places at the expense of individuals and/or legal entities, I have been notified of the impossibility of transferring within the admission campaign to places of state or regional order”).

Documents confirming the entrant’s right to enroll for an individual oral interview:

  1. certificate of disability;
  2. A copy of a medical report on a child with a disability under the age of 18
    or
    a copy of the certificate of medical and social expertise;
  3. recommendation of health and social protection authorities.

Persons recognized as victims of the Revolution of Dignity, participants in hostilities in accordance with the Law of Ukraine “On the Status of War Veterans, Guarantees of their Social Protection”, including those who are doing military service (except for conscripts) in the manner prescribed by the relevant provisions on military service by citizens of Ukraine.

They have the right to pass the entrance examinations in the form of an individual oral interview instead of the national multi-subject test and in case of receiving the number of points for each of the subjects not less than the minimum level of 100 points established by the Volodymyr Dahl National University, they are allowed to participate in the competitive selection (quota-1).

Persons of these categories take part in the competitive selection based on the results of an individual oral interview or external independent evaluation of 2019-2021 (in any combination of their choice), the national multi-subject test in 2022. They participate in the competitive selection within the quota-1 for state places (unless the application states: “I apply for participation in the competition exclusively for places at the expense of individuals and / or legal entities, I have been notified of the impossibility of transferring within the admission campaign to places of state or regional order”).

Documents confirming the entrant’s right to pass the entrance examinations in the form of an individual oral interview:
1. certificate “Affected participant of the Revolution of Dignity” (Resolution of the Cabinet of Ministers of February 28, 2018 № 119)
or
certificate of a participant in hostilities (in accordance with Annex No. 2 to the Resolution of the Cabinet of Ministers of Ukraine dated May 12, 1994 No. 302 (as amended by the Resolution of the Cabinet of Ministers of Ukraine dated August 22, 2018 No. 632).

Have the right to pass the entrance examinations in the form of an individual oral interview instead of the national multi-subject test and in case of obtaining the number of points for each of the subjects not less than the minimum level of 100 points established by the Volodymyr Dahl National University of Kyiv are allowed to participate in the competitive selection (quota-1).

Persons of these categories take part in the competitive selection based on the results of an individual oral interview or external independent evaluation of 2019-2021 (in any combination of their choice), the national multi-subject test in 2022. They participate in the competitive selection within the quota-1 for state places (unless the application states: “I apply for participation in the competition exclusively for places at the expense of individuals and / or legal entities, I have been notified of the impossibility of transfer within the admission campaign to places of state or regional order”).

Subcategory: persons who, by decision of the Regulatory Commission at the Regional Center for Educational Quality Assessment, were denied registration for participation in 2022 in the external independent evaluation due to the impossibility of creating special (special) conditions.

Documents confirming the right of the applicant to pass the entrance examinations in the form of an individual oral interview:

  1. medical report in the form of primary accounting documentation No. 086-3/o “Medical report on the creation of special (special) conditions for passing the external independent evaluation”, approved by the order of the Ministry of Education and Science of Ukraine, the Ministry of Health of Ukraine of August 29, 2016 No. 1027/900 “Some issues of participation in the external independent evaluation and entrance examinations of persons who have certain diseases and / or pathological conditions, disabilities”, registered with the Ministry of Justice of Ukraine on December 27, 2016 under №1707/29837, certified by the signature of the Secretary of the Regulatory Commission at the Regional Center for Educational Quality Assessment and the seal of the Regional Center for Educational Quality Assessment;
  2. an extract from the minutes of the meeting of the Regulatory Commission at the Regional Center for Educational Quality Assessment, which indicates the reason for the refusal.

Subcategory: persons who, upon request for the possibility of creating special conditions for passing the national multi-subject test, the Ukrainian Center for Educational Quality Assessment refused to create them due to lack of organizational and technological capabilities.

Documents confirming the applicant’s right to take entrance examinations in the form of an individual oral interview:.

  1. medical report stating the need to create certain conditions for passing the national multi-subject test;
  2. appropriate confirmation of the Ukrainian Center for Educational Quality Assessment on the impossibility of their creation.

Persons whose place of residence is the temporarily occupied territory, the territory of settlements on the contact line or who moved from it after January 01, 2022.

They have the right to pass the entrance examinations in the form of an individual oral interview instead of the national multi-subject test and in case of obtaining the number of points for each of the subjects not less than the minimum level of 100 points established by the Volodymyr Dahl National University of Volyn are allowed to participate in the competitive selection (quota-2).

Such persons participate in the competitive selection based on the results of an individual oral interview or a national multi-subject test within the quota-2 for state places (unless the application states: “I apply for participation in the competition exclusively for places at the expense of individuals and/or legal entities, I have been notified of the impossibility of transfer within the admission campaign to places of state or regional order”).

Subcategory: persons whose place of residence is the territory of the anti-terrorist operation / operation of the joint forces (for the period of its implementation), the territory of measures to ensure national security and defense, repulsion and deterrence of the armed aggression of the Russian Federation in Donetsk and Luhansk regions (for the period of their implementation), the territory of settlements on the contact line or who moved from it after January 01, 2022.

Subcategory: persons whose place of residence is the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol (who are not registered as internally displaced persons) or who moved from it after January 01, 2022.

Special admission condition

Orphans, children deprived of parental care, persons from their number.

Have the right to participate in the competitive selection within the quota-1 for state-funded places (except if the application states: “I apply for participation in the competition exclusively for places at the expense of individuals and / or legal entities, I have been notified of the impossibility of transfer within the admission campaign to places of state or regional order”).

Subcategory: Orphaned child whose parents died or were killed.
