Admission campaign stages
1. Registration of the applicant’s personal electronic account on the website of the Unified State Electronic Database on Education (USEDE) – beginning July 1.
2. Submission of applications for participation in creative competitions and interviews for those entering on a budget or contract – from July 3 to 10, 18:00; for those entering on a contract – from July 3 to 25, 18:00.
3. Creative competitions and interviews – from July 7 to July 18, from July 31 – for those who will be entering on a contract.
4. Registration of applications for participation in the competitive selection – from July 19 to July 31, 18:00.
5. Publication of rating lists:
- no later than August 5 – for those entering on a budget;
- August 9 – for those who want to enter the contract based on the results of creative competitions or interviews.
6. Confirmation of the desire to study on a budget and fulfillment of the requirements for enrollment – until August 8, 18:00.
7. Admission to the budget – no later than August 10.
8. Transfer to vacant state-funded places – no later than August 18.
9. Enrollment on a contract – no later than August 30.
Admission threshold score
Volodymyr Dahl East Ukrainian National University determines the minimum number of points from the entrance examinations (competitive score) with which it admits applicants to the competitive selection in its admission rules.
At the same time, the competitive score for admission on the basis of a complete general secondary education and the National Qualifications Framework (5) cannot be less than 140 points (120 points for admission to places funded by individuals and/or legal entities) for specialties in the following fields of knowledge: 08 “Law”, 28 “Public Administration and Management”, 29 “International Relations”, as well as for the specialty 226 “Pharmacy, Industrial Pharmacy”.
Admission specifics-2023
- Entrance tests will be held before the registration of applications wherever possible.
- Quota-3, Quota-4 and the rural coefficient will not apply.
- The grade point average of the educational document will not affect the competition score.
- The creative competition cannot be replaced by an interview.
- Combatants do not have to repay funds for previous incomplete studies to study at a new university.
- Polish citizens can apply to Ukrainian institutions under the same conditions as Ukrainians, but instead of NMT or EIT results, egzamin maturalny (natural exam) results will be used.

Volodymyr Dahl East Ukrainian National University has established a Counseling Center at the Admissions Office, where specialists help applicants register a personal electronic account and submit applications.
List of admission documents
When registering for the electronic cabinet, the applicant must provide a document on previous education and other educational documents that are in the register on the website.If there are no documents in the state registers that would confirm the grounds for special conditions for admission, even before submitting the first application, you must personally contact the relevant university or write to its e-mail and submit these documents for verification. After that, an individual’s card will be created in USEDE, where scanned copies of these documents will be uploaded.
Then, through the electronic cabinet, applicants, if necessary, submit an application for participation in an interview or creative competition, as well as an application for participation in the competitive selection.
Only paper applications are accepted:
- foreigners and stateless persons, except for those who have a permanent residence permit in Ukraine;
- those who have a foreign educational document; – applicants whose educational document was issued before 2000 (not using photopolymer technologies);
- those who apply earlier or, conversely, later than the deadlines for the operation of electronic offices of applicants.
If you submitted an official application in paper form, you must personally present the originals and provide copies to the Admissions Committee:
- one of the identity documents provided for by the Law of Ukraine “On the Unified State Demographic Register and Documents Confirming the Citizenship of Ukraine, Identity or Special Status”;
- a military registration document (for persons liable for military service – a military ID card or a temporary certificate of a person liable for military service, and for conscripts – a certificate of registration with a military registration office);
- a document on previous education, on the basis of which they are enrolled, if information about it is not stored in USEDE
And the last thing. It is necessary to provide 4 color photographs of 3×4 cm in size, as well as to present the original documents confirming the right to enroll under special conditions.
Let’s keep our priorities in mind
Applicants applying on a budget for a junior bachelor’s, bachelor’s or master’s degree must indicate their priority in the application.
In total, you can submit up to 20 applications for all bases for admission (programs based on complete general secondary education, National Qualifications Framework (5) and all sources of funding. For admission on a budget – up to 5.
Submission of documents by applicants from abroad
This year, the entire document flow for enrollment in higher education and institutions of professional higher education is carried out online in electronic form through electronic offices of applicants. After the publication of the ranking lists, you can also confirm your choice of place of study in your electronic account with a qualified electronic signature. The same signature should be used to remotely conclude a contract with the chosen university or an agreement on the provision of educational services with a professional higher education institution.
Admission privileges in 2023
Applicants can take part in the competitive selection based on the results of an interview instead of the results of the NMT or creative competition (for specialties specified in Appendix 1 to the Admission Procedure) or take advantage of special conditions for admission under quota 1:
- people who have been recognized as affected participants of the Revolution of Dignity, combatants in accordance with the Law of Ukraine “On the Status of War Veterans, Guarantees of Their Social Protection”, in particular those who are doing military service (except for conscripts);
- those who were denied registration or conditions for participation in the NMT 2023;
- people with disabilities who did not participate in the main and additional sessions of the NMT in 2023 due to a disease or pathological condition that is on the List of diseases and pathological conditions that may be an obstacle to passing the external independent evaluation, approved by Order No. 1027/900.
Additionally, those under quota 1 have special conditions for admission:
- people with disabilities who participated in the main and additional sessions of the NMT in 2023 and who have a disease or pathological condition from the List of diseases and pathological conditions that may be an obstacle to passing the external independent evaluation, approved by Order No. 1027/900;
- orphans and children deprived of parental care.
They can also be admitted to the program based on a positive assessment of a creative competition or interview:
- people with a disability resulting from the war in accordance with Article 7 of the Law of Ukraine “On the Status of War Veterans and Guarantees of Their Social Protection”;
- those who have such a right in accordance with the Law of Ukraine “On the Status and Social Protection of Citizens Affected by the Chornobyl Disaster”;
- people with disabilities who are recommended by health and social protection authorities not to attend an educational institution.

Basic information about the minimum entry score
The minimum competitive score of a state-funded applicant cannot be less than 130 (except for children of fallen defenders of Ukraine).
Those who were initially enrolled on a contract basis may be transferred to state-funded places if they receive a positive assessment at an interview or creative competition and
- confirmed their eligibility for benefits after the end of the application period, but no later than August 25 (for those entering on the basis of basic secondary education) or August 31 (for those entering on the basis of complete secondary education or as skilled workers);
- come from large families (5 or more children);
- are IDPs in accordance with the Law of Ukraine “On Ensuring the Rights and Freedoms of Internally Displaced Persons”.
But this does not work if the applicants state in their application: “I apply for participation in the competition exclusively for places at the expense of individuals and/or legal entities, I have been notified of the impossibility of transferring within the admission campaign to places of state or regional order.”
